
Helene Davis-Whyte, who is also a Vice President of the Jamaica Confederation of Trade
Unions (JCTU), was elected General Secretary of JALGO in 1995 succeeding former General
Secretary, Mr. E. Lloyd Taylor and was re-elected to this post in 1998. Mrs. Whyte came to this post having risen up the ranks of the Association since becoming a
member in 1979. She was elected delegate of the City Treasurer's Department of the
Municipality of the Kingston and St. Andrew Corporation (K.S.A.C.) in 1980, Vice President of
the Municipal Branch in 1983 and was then seconded to the Association in the capacity of
Education Officer in 1984. Subsequently, with the virtual emasculation of the Association in
1985, her duties were expanded to Education/Negotiating Officer. During her membership in the Association, Mrs. Whyte has benefited from attending several
Trade Union courses sponsored by local, regional and international organisations. She has also
represented the Joint Trade Unions Research Development Centre and the JCTU on several
overseas and local seminars and conferences. Her achievements include a victorious struggle she led against a ruling of the Industrial Disputes Tribunal (IDT) in a dispute over the Wage and Fringe Benefits negotiations for Fire Brigade personnel for the 1992/1994 contract period. The Tribunal had in its award stated that it was bound by Cabinet's decision on the matter. However Mrs. Davis-Whyte succeeded in convincing Firefighters and Officers that the Award of the Tribunal should be challenged and subsequently engaged the services of eminent Attorney-at-Law Lord Anthony Gifford to present the Association's case to the Supreme Court. The Supreme Court made a ruling in favour of the workers which stands today as a landmark ruling. Mrs. Whyte is a past student of the Queens' High School and holds certificates in Advanced
Trade Unionism and Labour Economics from the Trade Union Education Institute of the
University of the West Indies. Mrs. Davis-Whyte is a member of the Labour Advisory Committee, the Board of the Workforce
Development Consortium, the Local Government Reform Advisory Committee and of the
Steering Committees of the National Health Insurance Plan and the Gender Equity Commission.
